Newfoundland and Labrador Direct-to-Consumer Alcohol Sales

For producers

If you're a Newfoundland and Labrador brewery selling out of province, you need a Brewer, Winery, or Distillery licence under the Liquor Licensing Regulations.

If you're based in another participating province and want to sell into Newfoundland and Labrador, you apply to the Newfoundland and Labrador Liquor Corporation (NLC) for a Direct to Consumer Authorization. You'll need a valid manufacturing licence and a valid home-jurisdiction retail licence, and you can't start selling until NLC gives you written authorization. Applications go to DTC@nlliquor.com. NL-based producers don't need this registration step: provincial law already covers your right to sell directly to NL consumers.

Cross-selling isn't allowed here. Unlike the other eight signing provinces, you can only ship alcohol you manufactured yourself, not products from other producers. You're also responsible for managing your own orders, payment, shipping, and customer service, and for filing quarterly sales reports and remittances with NLC, including a NIL report in a quarter with no sales.

For consumers

If you live in Newfoundland and Labrador, you can order beer, wine, or spirits directly from an authorized producer in another participating province. One thing to know: NL doesn't allow cross-selling, so whatever you order has to be made by the producer you're ordering from, not resold from someone else's brand. There's no special registration to receive a shipment, and orders come either straight from the producer or through a third-party shipper. You do need to meet NL's legal drinking age of 19, and you should expect to show ID when the order arrives.
